This is Pinkie Pie from My Little Pony: Friendship is Magic. This version of Pinkie Pie is from the 2010 Gift Set; all plastic (molded mane and tail instead of combable). She is approximately 3 inches tall, dated 2010. She is in good condition with some light wear from normal handling. See pictures for details.
